With revolutionary changes in nanotechnology (NT) now on the horizon, many countries have started major research and development (R&D) programmes, which are mainly civilian. Often overlooked are military R&D programmes – in particular those of the US government. This is the first systematic and comprehensive presentation of the potential military applications of NT. In ten to twenty years, these applications may include extremely small computers, robots, missiles, satellites, launchers and sensors. They may also provide lighter and stronger materials for vehicles and weapons, implants in soldiers’ bodies, metal-free firearms, autonomous fighting systems, and smaller chemical and biological weapons. These potential uses raise strong concerns. This assessment is made from a viewpoint of international security, considering the new criteria of dangers for arms control and the international law of warfare, dangers for stability through potential new arms races and proliferation, and dangers for humans and society. Some military applications, such as computers, will be so close to civilian uses that limits are impractical. Others, such as sensors for biological-warfare agents, may contribute to stronger protection against terrorist attacks and better verification of compliance with arms-control treaties. For preventive limitation of these new technologies, specific approaches are proposed that balance positive civilian uses and take into account verification of compliance, with a view to international peace and security, not national military strength. This book will be of great interest to scholars of military technology, non-lethal weapons, disarmament and security studies in general.

Preemptive and preventive acts of state often decide the issue of peace or war--basic human values are risked on the outcome. The current debate about preemption and prevention, however, is sometimes marred by partisanship and biased inquiries. Moreover, often-times contemporary works on preemption and prevention focus only on the use of armed force and ignore any meaningful discussion of how other instruments of national power can be used. The discussions also sometimes eschew assessments of actual acts of state thus making the arguments academic when stripped of their historic context. This work addresses the efficacy, legitimacy and morality of preemptive and preventive acts and the ways in which those factors bear on policy- and decision-making. It is, by design and by necessity, an inter-disciplinary work that relies on decision analysis, history, law, military history, morality, philosophy, and political theory to put these actions in their complete context. Preemption and prevention are distinctly different strategic responses to threats of harm to a state or its people. Preemption and prevention occur across `a spectrum of anticipation.' Along this spectrum, states respond to threats with various strategic means: diplomatic, informational, military and economic. There is a moral quotient to these means. Moreover, there is an evolving theory in the works of the canonical, early modern and modern authors of the Just War Tradition of the morality of preemptive and preventive use of force in self-defense. This defense, however, is only legitimate in exceptional cases where failure to act would result in grievous harm to a state or to its people. Preventive action, to include the use of force, has been a staple feature of American political strategies since the founding of the nation. Criticisms of the so-called `Bush Doctrine' as misguided doctrine, and as a radical departure from American tradition and history, are unfounded. Preventive and preemptive actions--to include the first use of force--are strategies deliberately chosen by decision makers after a three-phase process of recognition, deliberation and decision. The likelihood of the success, or efficacy, of these actions actuates the decision-making process. In addition, a new international consensus on the use of preventive action is emerging, as is evidenced by both the actions and resolutions of the United Nations. This international norm has, at its roots, Just War criteria that restrict the use of preventive acts to those which are efficacious, legitimate and moral.

This volume explores the preventive war option in American foreign policy, from the early Cold War strategic problems created by the growth of Soviet and Chinese power, to the post-Cold War fears of a nuclear-armed North Korea, Iraq and Iran. For several decades after the Second World War, American politicians and citizens shared the belief that a war launched in the absence of a truly imminent threat or in response to another's attack was raw aggression. Preventive war was seen as contrary to the American character and its traditions, a violation of deeply held normative beliefs about the conditions that justify the use of military force. This 'anti-preventive war norm' had a decisive restraining effect on how the US faced the shifting threat in this period. But by the early 1990s the Clinton administration considered the preventive war option against North Korea and the Bush administration launched a preventive war against Iraq without a trace of the anti-preventive war norm that was central to the security ethos of an earlier era. While avoiding the sharp partisan and ideological tone of much of the recent discussion of preventive war, Preventive War and American Democracy explains this change in beliefs and explores its implications for the future of American foreign policy.

This book examines the 'preventive counter-revolution,' a programme of reforms and repression that transformed the face of Russian politics during Vladimir Putin's second term as president. Kremlin propagandists hailed this programme as a defence of national sovereignty against Western attempts to foment a 'velvet revolution' in Russia. But this book shows that the Putin regime was reacting to a real domestic threat: opposition leaders and youth activists who had begun to employ 'velvet' revolutionary methods in a campaign to harness popular grievances and to challenge Putin in the streets and at the ballot box. It traces the formulation and implementation of the regime's two-track response, which was based on a careful analysis of the lessons of the recent 'velvet' (or 'coloured') revolutions in Georgia and Ukraine. The first track was repressive: the imposition of controls on NGOs, restrictions on electoral competition, and a crackdown on opposition demonstrations. The second was the mobilisation of supporters in 'patriotic' youth organisations that employed both gang violence and 'velvet' revolutionary techniques. Drawing on a wide range of Russian-language sources, including opposition activists' blogs, this book charts the end of Russia's experiment with liberal democracy and the emergence of a new type of authoritarian order.

Considerable attention has recently been focused on the importance of social networks and business culture in reducing transaction costs, both in the pre-industrial period and during the nineteenth century. This book brings together twelve original contributions by scholars in the United Kingdom, continental Europe, and North America which represent important and innovative research on this topic. They cover two broad themes. First, the role of business culture in determining commercial success, in particular the importance of familial, religious, ethnic and associational connections in the working lives of merchants and the impact of business practices on family life. Second, the wider institutional and political framework for business operations, in particular the relationship between the political economy of trade and the cultural world of merchants in an era of transition from personal to corporate structures. These key themes are developed in three separate sections, each with four contributions. They focus, in turn, on the role of culture in building and preserving businesses; the interplay between institutions, networks and power in determining commercial success or failure; and the significance of faith and the family in influencing business strategies and the direction of merchant enterprise. The wider historiographical context of the individual contributions is discussed in an extended introductory chapter which sets out the overall agenda of the book and provides a broader comparative framework for analysing the specific issues covered in each of the three sections. Taken together the collection offers an important addition to the available literature in this field and will attract a wide readership amongst business, cultural, maritime, economic, social and urban historians, as well as historical anthropologists, sociologists and other social scientists whose research embraces a longer-term perspective.

In 1780 Richard Sheridan noted that merchants worked 'merely for money'. However, rather than being a criticism, this was recognition of the important commercial role that merchants played in the British empire at this time. Of course, merchants desired and often made profits, but they were strictly bound by commonly-understood socio-cultural norms which formed a private-order institution of a robust business culture. In order to elucidate this business culture, this book examines the themes of risk, trust, reputation, obligation, networks and crises to demonstrate how contemporary merchants perceived and dealt with one another and managed their businesses. Merchants were able to take risks and build trust, but concerns about reputation and fulfilling obligations constrained economic opportunism. By relating these themes to an array of primary sources from ports around the British-Atlantic world, this book provides a more nuanced understanding of business culture during this period. A theme which runs throughout the book is the mercantile community as a whole and its relationship with the state. This was an important element in the British business culture of this period, although this relationship came under stress towards the end of period, forming a crisis in itself. This book argues that the business culture of the British-Atlantic mercantile community not only facilitated the conduct of day-to-day business, but also helped it to cope with short-term crises and long-term changes. This facilitated the success of the British-Atlantic economy even within the context of changing geo-politics and an under-institutionalised environment. Not working 'merely for money' was a successful business model.

In the aftermath of the 1910 Mexican Revolution, Mexican and U.S. political leaders, business executives, and ordinary citizens shaped modern Mexico by making industrial capitalism the key to upward mobility into the middle class, material prosperity, and a new form of democracy--consumer democracy. Julio Moreno describes how Mexico's industrial capitalism between 1920 and 1950 shaped the country's national identity, contributed to Mexico's emergence as a modern nation-state, and transformed U.S.-Mexican relations. According to Moreno, government programs and incentives were central to legitimizing the postrevolutionary government as well as encouraging commercial growth. Moreover, Mexican nationalism and revolutionary rhetoric gave Mexicans the leverage to set the terms for U.S. businesses and diplomats anxious to court Mexico in the midst of the dual crises of the Great Depression and World War II. Hysteria formed a medical category during the seventeenth to early nineteenth centuries. By tracing its transformations, Sabine Arnaud reveals what was at stake in writing the diagnosis and adds to our understanding of how the role and status of medicine became established in society. In the process she uncovers new insights in the history of medicine. Focusing on a period largely ignored by scholarship, she shows that hysteria was not, in fact, first seen as female malady and that discussions of convulsions in a religious context made up only a very small part of writings on hysteria. Widely treated in medical contexts, hysteria was also a common reference in literature, public political debates, and even philosophy. With careful attention to genres and writing strategies, webs of citation, and circulation, Arnaud provides a history of medicine as a history of knowledge in the making, knowledge that did not build linearly but through misinterpretation, creative citation, and strategic deployment.

The public authorities have not successfully resolved the management of the traumatic memory of the wars, dictatorships and massacres to which the European project was always intended to be a counterpoint. The conflict of memories and the public discourses about the past are latent on ideological, political and cultural levels. However, if in the past the conflict concerning memories tended to develop inside the borders of countries, it has now leapt into the European arena. This has also led to the confrontation and questioning of the great narratives established in the common memory, especially with countries of the East joining the European Union. Each community, group or nation maintains common memories that do not always fit in or converge with a general overall account. The origins of the UB Solidarity Foundation’s European Observatory on Memories lie in these debates, and through this book — which includes the contributions of specialists in multiple disciplines and the speeches that were given at the first international symposium, “Memory and Power: A Transnational Perspective” — it hopes to present some of the key challenges that this conflict of memories has in store for us in the present and in the future.
